Strange Restrictor

On my pressure pot, everything feeds through a single restrictor. It works like a normal one, except that there is a small hole in it that lets a constant stream of air out. Why is it there, and is there anyway to make it stop?

I can't take off the restrictor and put in a t-piece because the restrictor is like 1.60 inches in diameter. Even if I could find a fitting in that size (probably metric), I would have a heck of a time converting it down to 1/4"

That pressure pot looks like it came off the Ark! Was the guy you bought it off's name Noah?
It looks like a regulator to me, so turning the knob will adjust the pressure it will fill to [OK, just re-read your post and you know that but are just calling it a different name]. And if it's letting out a stream of air then it does indeed sound broken. IIRC some of the fittings on my pot were metric and thus a pain to adapt to, but like I've mentioned before specialist air equipment shops (NOT gas or plumbing) should be on the ball with it.
Bec's suggestion is a good idea: unscrew the knob all the way and it should eventually come out (there will be a spring and stuff in there so be careful). Take a look to see if it's all ok - judging from the state of the rest of the pot perhaps the spring has rusted away?

The spring was fine. Filling the cap with silly putty solved my problem, but once I got that capped, I found air leaks all over in the rusted joints (which I can't get apart). I think i'm going to take this one on the chin and go buy a new pot. This thing is costing me too much time and money at this point.

Man looking at the state of that thing I would just give up on it and get a new one. They really aren't that expensive. Don't turf it though - use it as a vacuum chamber one day
